Sacramento has cleared the way for homeowners to build Accessory Dwelling Units (ADUs) and Junior ADUs by-right. But cities and counties are allowed to have some jurisdiction over these mini-homes\, leading to confusion and frustration among homeowners. \n\n\n\nJoin us for this presentation where we review the current ADU policies and their applicability to projects throughout greater Los Angeles\, including the City of Los Angeles\, Redondo Beach\, Hermosa Beach\, and Long Beach. \n\n\n\nLearning objectives: \n\n\n\n\nA summary of the history of ADU laws. The participant will understand the goals of the state to increase California’s housing stock and the limits placed by Sacramento to minimize how cities and counties can limit ADU development.\n\n\n\nA summary of the updates to state laws AB 2221\, and SB 897 which took effect January 1\, 2023. The last several years Sacramento has incrementally loosened ADU regulations to allow for more creative housing solutions.  \n\n\n\nThe participant will understand the options available to resolve design challenges through the code’s exceptions and or interpretive text.  Of key importance\, the participant will understand that in many instances\, there are multiple avenues for getting an ADU approved.\n\n\n\nThe participant will learn about the conflict in state law between the Coastal Act and ADU laws. Participants will understand the jurisdictional hierarchy and how to approach local Planning Departments to determine if there are roadblocks to ADU development in the Coastal Zone.\n\n\n\n\nThis program will be presented on Zoom. Your attendance must be recorded in order to receive learning units.  \n\n\n\nPresenters: \n\n\n\n\n\n\n\n\n\n\n\nDina Elkinawy is a Director at Pacific Crest Consultants and brings comprehensive Building and Zoning Code expertise – along with the experience of presenting hundreds of projects at public hearings – for our clients at Pacific Crest Consultants. \n\n\n\nBefore joining PCC\, Dina was the top city official in the office of the LADBS Board of Building & Safety Commissioners. She has coordinated with top departmental officials across the city for projects being heard before the board while overseeing a staff of a half-dozen engineers and secretarial staff. She also was a Case Manager and backroom plan-check engineer for LADBS during her career with the city of Los Angeles. \n\n\n\nWith PCC\, Dina has expanded her portfolio to include cities around Los Angeles\, Orange and Ventura counties\, including but not limited to Santa Monica\, Pasadena\, La Canada Flintridge\, Glendale\, West Hollywood\, Culver City\, Calabasas\, Laguna Beach\, Huntington Beach\, Hermosa Beach\, Rancho Palos Verdes\, Torrance\, Oxnard and San Clemente. \n\n\n\nDina graduated from the University of California Irvine with a B.S. in Civil Engineering\, and is a licensed P.E. Dina enjoys bike riding at the beach with her husband and her sweet rescue dog Aurora. \n\n\n\n\n\n\n\nChris Parker is a co-owner of Pacific Crest Consultants and has been an entitlement consultant for hundreds of projects throughout Los Angeles. His focus has been on planning & zoning issues\, including but not limited to cases involving Design Review Boards\, Zoning Administrator determinations\, Coastal Development Permits\, Office of Subdivision actions\, and lot-line adjustments. \n\n\n\nHe is responsible for scores of multi-million-dollar projects annually\, preparing\, filing and expediting the entitlement cases\, and meeting with city staff and community groups to help his clients obtain the discretionary entitlements necessary to move forward. \n\n\n\nChris is also a former writer and editor for the Los Angeles Daily News\, Los Angeles Times\, and other newspapers in Ventura and Santa Barbara counties. \n\n\n\nChris is active in his community and was the founding member of the first independent public charter school in Ventura County.
